Interests, Institutions and Information

Increasingly scholars of international relations are rallying around the idea that domestic politics matters. Few, however, have articulated precisely how or why it matters. In this significant book, Helen Milner lays out the first fully developed theory of domestic politics, showing exactly how domestic politics affects international outcomes. In developing this rational-choice theory, Milner argues that any explanation that treats states as unitary actors is ultimately misleading. She describes all states as polyarchic, where decision-making power is shared between two or more actors (such as a legislature 'international cooperation' and an executive). Milner constructs a new model based on two-level game theory, reflecting the political activity at both the domestic 'international cooperation' and international levels. She illustrates this model by taking up the critical question of cooperation among nations. Milner examines the central factors that influence the strategic game of domestic politics. She shows that it is the outcome of this internal game -- not fears of other countries' relative gains or the likelihood of cheating -- that ultimately shapes how the international game is played out 'international cooperation' and therefore the extent of cooperative endeavors. The interaction of the domestic actors' preferences, given their political institutions 'international cooperation' and levels of information, defines when international cooperation is possible 'international cooperation' and what its terms will be. Several test cases examine how this argument explains the phases of a cooperative attempt: the initiation, the negotiations at the international level, 'international cooperation' and the eventual domestic ratification. The book reaches the surprising conclusion that theorists -- neo-Institutionalists 'international cooperation' and Realists alike -- haveoverestimated the likelihood of cooperation among states. A Mathematical Treatment of Economic Cooperation And Competition Among Nations

The book presents a careful mathematical study of Economic Cooperation 'international cooperation' and Competition among Nations. It appropriates the principles of Supply 'international cooperation' and Demand 'international cooperation' and of Rational Expectations to build the dynamic model of the Gross Domestic Products of two groups of nations which are linked up together. The first group consists of Nigeria, the US, the UK 'international cooperation' and China. The second group is made up of Egypt, the US, Jordan 'international cooperation' and Israel. The link connecting the four nations of each group is mirrored in the net export function which is broadened to include trade, debts 'international cooperation' and the inflow or the outflow of wealth from the competing 'international cooperation' and cooperating nations. This realistic models of the four interacting GDP's, a hereditary differential game of pursuit are validated with historical data from International Financial Statistic Year Book. The Mathematical model is then studied for controllability: from a current initial GDPs a better state can be attained using government 'international cooperation' and private strategies which are carefully identified. We use regression 'international cooperation' and differential equation methods to test whether the four countries are competing or cooperating. The consequences of competition or cooperation are explored. Cooperation can be realized 'international cooperation' and the growth of wealth assured because the system is controllable 'international cooperation' and we can increase the growth of GDP 'international cooperation' and then increase the coefficient of cooperation. The outcome may be unbounded growth of wealth for all concerned the triumph of cooperation. With analogous simple examples the book shows that sufficiently cooperating systems grow unbounded 'international cooperation' and competing ones are either bounded at best, or become extinct in finite time. If competition is small, i.e., limited, or regulated the GDP's need not be extinct even after a long time. This results are in contrast with popular opinion which advocate competition over cooperation.
